� <br />�- <br />� <br />� <br />f' <br />� <br />r <br />'� <br />� - � <br />f <br />� <br />,, <br />NOTICE OF ASSESSMENT HEARING <br />(Mailed to Property Owners) <br />STATE OF MINNESOTA <br />CITY OF AROEN HILLS <br />, 19 ,,,,. <br />To Whom It May Concern: <br />Notice is hereby given that the Arden Hill� City Council will meet at <br />in the City of Arden Hills on the day of <br />19,_ , at o'clock _.m, to conside�^ the proposed assessment for the <br />improvement (the Improvement) and the adoption of a final <br />assessment roll itemizing that portion of the cost of the Improvement to be <br />assessed against each property within the area proposed to be assessed. <br />It is proposed that the cost of the Improvement be assessed against the <br />following property: <br />The total amount proposed to be assessed against the benefited properties is <br />4 The proposed assessment roll is on file for public <br />inspection at the City Administrator's office. Written or oral obj ections <br />will be considered at the meeting. No appeal may be taken as to the amount <br />of an assessment unless a signed, written objection is filed with the Clerk <br />prior to the hearing or presented to the presiding officer at the hearing. <br />Minnesota law authorizes a statutory city, in making a special assessment, <br />to exercise its discretion to defer the payment of that assessment for any <br />homestead property owned by a person 65 years of age or older or retired by <br />virtue of a permanent and total disability for whom it would be a hardship <br />to make the payments. Any statutory city electing to defer special <br />assessments shall adopt an ordinance or resolution establishing standards <br />and guidelines for determining the existence of a hardship and for deter- <br />mining the existence of a disability, but may determine hardship on the <br />basis of exceptional and unusual circumstances not covered by the standards <br />and guidelines where the determination is made in a nondiscriminatory manner <br />and does not give the applicant an unreasonable preference or advantage over <br />other applicants. <br />The homeowner shall make application for deferred payment of special <br />d55eS5meritS on forms prescribed by the County Auditor of the county in which <br />the homestead is located. Where the deferred assessment is granted, the <br />Auditor shall record a notice thereof with the County Recorder of said <br />county which shall set forth the amount of the assessment. The taxing <br />authority may determine by ordinance or resolution the amount of interest, <br />if any, on the deferred assessment and this rate shall be recorded by the <br />Auditor along with and in the same manner as the amount of the assessment. <br />N-1 <br />
