HAHHITT �� <br />SENIOR ENGINEERING TECHNICIAN � <br />DATE: AUGUST 31, 1995 <br />SUBJ: AHENDING 't'�IE STREET UNIT ASSESSHENT POLICY <br />INTRODUCTION <br />In early 1994 the City held an improvement hearing for the County Road F <br />Reconstruction Project. At this hearing, residents raised concerns <br />regarding the fairness of Shoreview's existing street assessment policy <br />as it related to the different zoned properties a 1 o n g County Road F. <br />City Staff has reviewed the existing policy and is proposing an <br />amendment . City Council approval is required �o approve the amendment. <br />BACKGROUND <br />Currently the City assesses the approximate cost of curb and gutter for <br />street construction projects on a per-unit basis. A unit is an <br />equivalent residential lot frontage and is calculated uniformly across <br />all zoning classifications. Attached is a memo from the City Engineer <br />which outlines in detail the history of the proposed change of policy. <br />This change vas discussed with the City Council at a workshop meeting <br />early in 1994. <br />The recommended policy amendment will reflect the increased traffic <br />generation by Commercial, Industrial and High Density Residential <br />properties, specifically in reference to County Road F, and for future <br />street construction proj ects. The method of computing equivalent <br />frontages will remain the same, however, a factor of 2 will be applied <br />to determine the rate of assessment. <br />The effect of this policy amendment is reflected in the assessment <br />amounts that vere sent to the properiy ovners on the County Road F <br />project. <br />�J <br />RECOitti EN[?ATION <br />It is recommended that Council approve the amendment to the Street <br />Reneval Unit Assessment Policy. <br />REGULAR COUNCIL HEETING <br />September 5, 1995 <br />TLH <br />
