Accreditation <br />Purpose of: <br />Date: April 8, 2002 <br />Item: WS II. C. <br />An accreditation process through which law enforcement agencies could demonstrate <br />voluntarily that they meet professionally-recognized criteria for excellence in <br />management and service delivery. <br />The standards address nine major law enforcement subjects: <br />1) role, responsibilities, and relationships with other agencies <br />2) organization, management and administration <br />3) personnel structure <br />4) personnel process <br />5) operations <br />6) operational support <br />7) traffic operations <br />8) prisoner and court-related activities <br />9) auxiliary and technical services <br />Agencies that seek accreditation are required to comply only with those standards that are <br />specifically applicable to them. Applicability is based on two factors: an agency's size and the <br />functions it performs. Applicable standards are categorized as mandatory or other-than- <br />mandatory. Agencies must comply with all applicable mandatory standards and 80% of applicable <br />other-than-mandatory standards. If an agency cannot comply with a standard because of <br />legislation. <br />There are a total of 439 standards. Roseville, by CALEA definition, is a B-size city. That means <br />that we are required to comply with 375 standards-all standards. <br />To be re-accreditated in 2002, Roseville will need to show proof of corn pliance to all 375 <br />standards for the years 2000, 2001, and 2002. For example, a proof for use of force could be a <br />police report but there would need to be a police report in the file for 2000, 2001, and 2002. Proof <br />of compliance could be any number of things including, but not exclusively, a police report, a <br />statistical report, a financial report, an organizational chart, an FTO schedule, etc. <br />Along with the proof, a copy of the applicable policy and procedure needs to be included, and <br />needs to be marked with which part of the standard the policy covers. It's important to note, that <br />in any given section of standards, the same policy and procedure may actually apply, but for each <br />individual standard a new copy of the policy needs to be generated and marked per standard <br />requirements. <br />
