Agenda Section: Reports & Recommendations Item Description: Order Preparation of Feasibility Report for County Road C Streetscape Construction Phase I Background: In anticipation of the County's 2003 reconstruction of County Road C, the City Council authorized the preparation of a master plan for County Road C from I-3 5 W to Rice Street to investigate upgrades to the urban design and streetscape. The Framework Manual has been completed. This document details concepts that were discussed at the Citizen's Tasl�orce meetings. Many concepts were presented in this report. To start the project planning process, staff needs to further study the concepts and determine which elements may be appropriate to consider for construction in conjunction with Ramsey County's Phase I Reconstruction of County Road C. This study would be presented in the form of a feasibility report. Policy objectives: A feasibility report will detail the proposed design, neighborhood impact, estimated cost and proposed funding for the construction and maintenance ofthe streetscape elements discussed in the County Road C Framework Manual. Financial implications: With the completion of the Framework Manual, our original contract with DSU is finished. The Feasibility Report will include a discussion of the final design elements, estimated costs and proposed funding. This can be completed as follows: City Staff will take the recommendations from the Framework Manual and further develop the estimates provided in the Appendix to prepare the Feasibility Report. We will work with the County on their cost participation policy and determine how the different elements proposed for construction would be funded. We will then come back to the City Council with an estimated costs and funding scenarios. It may be in the best interest of the city to retain DSU to work with staff and the citizen tasl�orce to further define recommended improvements from the Framework Manual for this study. It would also give the City Council the most accurate estimate for these improvements. DSU has estimated a cost of $1800 to provide these services.. If approved, this cost would be funded from the city's Contingency Fund. Staff recommendation: In the interest of providing the City Council with accurate information, staff recommends that we proceed with development of a feasibility report as outlined above.
