City Council Minutes -- 04/22/02 <br />Page 6 <br />Schroeder spoke in favor of even year elections because <br />of the higher turnout and lower costs, but was hesitant to <br />extend his term. <br />Klausing spoke in favor of an odd-year local election <br />cycle, but in favor of an even year phase-in in 2006, if <br />the Council is going to move to an even year system. <br />Maschka commented that it was easier for incumbents <br />than challengers to raise money in even year elections. <br />Klausing moved to amend the Kysylyczyn motion to <br />clarify that the proposed ordinance has the effect of <br />extending all current Council terms one year. <br />Kysylyczyn clarified that he islooking for an ordinance <br />with options relating to: <br />. Various effective dates (e.g., 2004, 2006); and <br />. Various combinations of city offices that are up <br />for election at the same time (e.g., current system <br />of three council seats available at one election and <br />one council seat and the mayor's seat available at <br />the next election; or two council seats available at <br />one election and two council seats and the mayor's <br />seat available at the ne� election) <br />Kysylyczyn amended his original motion to include his <br />request that the City Attorney bring back a draft <br />ordinance with various options along these lines. <br />Roll Call on Kysylyczyn's motion , Ayes: Kough, <br />Schroeder and Kysylyczyn. Nays: Klausing and <br />Maschka. <br />Kough commented on the unfairness of a St. Paul <br />Pioneer Press editorial letter. <br />Regular Meeting <br />I.
