Rosedale is considered the city center for Roseville. <br />The economic vital'�r of Rosedale, other malls, and the City are directly related. Although there <br />are many factors that contribute to the vitality of the malls and the City, the level of crime in the <br />mall areas and citizen safety are critical parts of the equation. If the malls become places where <br />individuals do not feel safe or comfortable and people choose not to patronize them, they will <br />suffer; consequently, the City of Roseville will suffer loss of revenue. <br />Currently, the Roseville Police Department does not have a dedicated service to the retail <br />industry. Patrol officers respond to calls for service and deal with crimes after they have been <br />committed. The current on-duty patrol officers cannot be solely dedicated to the mall areas for <br />proactive commercial patrol activities due to calls for service in other areas of Roseville. Note <br />that the Patrol Division averaged over 52% committed time (actual calls for service) in 2001 along <br />with traffic issues, preventive patrol, and other community oriented policing concepts. <br />A proactive stance against retail crimes has not existed for over five years. From 1988- 1996 the <br />Roseville Police Department staffed two officers solely to the area of commercial crime <br />prevention. From 1988 to approximately 1994, these officers recovered over $700,000 in stolen <br />merchandise and made over 800 felony arrests. <br />Sales figures along with the number of visitors per year at each mall area are well guarded <br />secrets by the retail industry; however, we were able to gather the following information <br />Rosedale <br />Over $200 million in sales per year with over 12 million guests per year. <br />Target <br />Over $50 million in sales per year with 4,200 guests per day. <br />Best Buy <br />Over $52 million in sales per year. <br />
