A. <br />Department Approval Manager Approval Agenda <br />Section „ _ ,--, . <br />Consent <br />Item Description: <br />Request to withdraw from the shared services agreement with the�Citle5 of New Brighton, <br />Arden Hills, North Oaks and Shoreview for hazardous material response. <br />Back�round• <br />In 1992 the City of Roseville entered into a shared services agreement with the city of New <br />Brighton, Arden Hills, North Oaks and Shoreview for the purpose of hazardous material <br />response. The Roseville Fire Department, New Brighton Fire Department, and Lake Johanna <br />Fire Deparhnents teamed together to handle responses to hazardous material incidents within <br />their response areas. The team purchased some basic equipment, and traned personnel to the <br />hazardous material specialist level. At the time this agreement was entered into each city was <br />individually responsible for handling hazardous material incidents. <br />Today the State of Minnesota Department of Emergency Management has nine contracted <br />providers for response to incidents involving hazardous materials. These teams are available <br />within the metro area, and the states leading response team is as close as the St. Paul Fire <br />Department. The teams are offered at no cost to the requesting agency, and are specially trained <br />and are equipped with all the necessary equipment to perform hazardous material mitigation. <br />Policy Implications: <br />Response to incidents involving hazardous materials: The Roseville Fire Deparhnent is trained <br />to the operational level for hazardous materials response, and has several members trained to <br />higher levels. We are trained and equipped to respond and handle hazardous material incidents <br />within the city and have the option to involve the State Teams at any time if necessary. <br />Financial: <br />The withdraw from this shared services agreement will allow The Roseville Fire Department to <br />no longer have any financial obligation or liability to the team. We are currently responsible for <br />one third of all expenditures for the team. As the State of Minnesota provides these services at <br />no cost we believe that this is the fiscally responsible approach to obtain these services. <br />
