City Council Minutes — 04/29/02 <br />DRAFT Copy Page 3 <br />C. <br />� <br />suggestions for an architect or architect to do prelitninary <br />design work and cost studies relating to the facility <br />components presented today to the City Council. <br />Even-Odd Ordinance — Discussion <br />Beets and Jarnnik presented. <br />Kough asked about a timeline for considering an <br />ordinance and a referendum. <br />Klausing asked about term lengths. He commented <br />about the 3-2 election format. <br />Schroeder noted that most cities have a 2-2-1 format. <br />Maschka did not support either an even year cycle or a 2- <br />2-1 format. <br />Kough indicated Council would wait until the full <br />Council was present. <br />Fence in Shoreland Ordinance -- Discussion <br />Jamnik and Welsch presented. <br />Maschka commented on the intent of preventing opaque <br />fences running down to lakes, and his support for <br />clarification. <br />Kough asked about the existing fences on property <br />adj oining lakes. <br />Welsch indicated the next step would be to send the draft <br />ordinance to the Planning Commission. <br />Schroeder commented on "ordinary high water" marks. <br />Welsch COTnlrierited on opaqueness. <br />Klausing asked about privacy fences for decks, some of <br />which decks and fences may be closer than 75 feet from <br />a lake. <br />III. Public Comment <br />A. John Baker, resident, spoke against extending incumbent <br />terms as part of a potential transition to an even-odd year <br />election cycle. <br />B.
