4.0 PROJECT SPECIFICS: <br />4.1 On March 4, 2002, the Roseville City Council approved the General Concept Plan for AS 1 <br />(Assessable Space Inc.) and VSI Construction. The City Council also approved the preliminary <br />plat and first reading of an ordinance rezoning the properiy in the southeast corner of Le�ngton <br />Avenue and Roselawn Avenue from B-1, Limited Business District, B-2, Limited Retail <br />District, and B-3, General Business District to Planned Unit Development with an underlying <br />zoning of B-1, Limited Business and R-3 General Residence District. The Council then <br />approved the draft planned unit development agreement. <br />4.2 This original March 4, 2002, proposal included: <br />Office <br />A. A 17,911 square foot (gross building size) two-story office building for medical/dental <br />and other general office use in the northwest portion of the site setback at or near the <br />west properiy line (Le�ngton Avenue), setback roughly 10 feet from the north properiy <br />line (Roselawn Avenue), angular entry facing the street intersection meeting the 30 foot <br />traffic visibility triangle, inset-building jogs at each end (south and east), and on-site <br />parking being placed on the interior of the lot, behind the building and screened by the <br />building . <br />Supportive Housing <br />B. A 23,900 square foot (gross building size) three story 22 unit apartment complex for the <br />physically handicapped in the northeast portion of the site of an "L" shape design with a <br />1 5-foot setback from the Roselawn Avenue properiy line and a 20-foot setback from the <br />east properiy line, additional setbacks at the northeast comer due to jogs in the building <br />design along both the north and east building lines, and parking on the interior of the lot. <br />The site was also approved with the storm water management pond in the southeast <br />comer of the supportive housing parcel. <br />4.3 On April 15, 2002, the Roseville City Council was presented a revised General Concept Plan <br />dramatically different that the original Concept and which proposal was forwarded to the <br />Planning Commission for a public hearing consideration, and recommendation. <br />4.4 The revised April 15, 2002, General Concept Plan includes: <br />Office <br />A. The office structure has been modified from two stories to a three stories structure, 45 <br />feet in total height. The office building would be setback appro�mately 65 feet from <br />the newly created property line adjacent to Lexington Avenue and setback <br />appro�mately 50 feet from Roselawn Avenue. The revised site plan also places a large <br />percentage of on-site parking in the front (west) of the structure adj acent to Le�ngton <br />Avenue and adjacent Roselawn Avenue (north). These height, size, and site <br />modifications, as determined by staff and the City Attorney, are major changes from the <br />General Concept Plan approved by the City Council on March 4, 2002, and expand <br />upon the Council's direction. <br />PF3224 — RCA General Concept 050602 Page 2 <br />
