A. <br />Agenda Section <br />Reports/Recommendations <br />On Monday, April 29, the City Council reviewed the components within an expanded Police Department and a <br />renovated Public Works Maintenance Facility. Staff indicated we would return on May 6, pursuant to a <br />Council-approved timeline, with suggestions for a contract or contracts with architects. <br />Discussion <br />Staff asked for and received six proposals from architects. Copies of those proposals are attached. All architects <br />are well-qualified. All ha�e submitted excellent proposals. Some of the projects they have designed are <br />outlined in their materials. <br />Staffs goal has been to develop sufficient programming design, and feasibility work to enable us to develop <br />and share with the Council and the Community good, reliable cost estimates for the proposed Police and Public <br />Works Projects. It would not be prudent to develop complete, construction designs until voters approve these <br />proj ects. On the other hand, we need to understand the cost of proposed building components so the Council can <br />make a final decision about components and before asking voters to approve these projects. We also need <br />additional cost and component information to develop accurate ballot language and public information <br />materials. <br />Staff Recommendation <br />I recommend the Council authorize the City to enter into a contract with Ankeny Kell Architects for an amount <br />not to exceed $42,500 to develop preliminary programming design and cost estimates for both the Police and <br />Public Works building components reviewed by the Council on April 29. I further recommend that, although <br />Ankeny Kell would be the lead architectural firm for this entire project, Council authorize Staff to coordinate <br />with Ankeny Kell in selecting either 7eff Ortel or Ed Kodet to provide special assistance to the City and Ankeny <br />Kell on the Public Works components of the project. <br />Ankeny Kell has an excellent record of designing successful municipal projects, including most recently the <br />Blaine and Bloomington Police Departments and City Ha11s. Officials from Blaine and Bloomington praise <br />Ankeny Kell for their work Architectural designs were described as "visionary" yet "functional." These clients <br />report being pleased with the value they received for their investment in Ankeny Kell. <br />Interestingly, on the Bloomington project Ankeny Kell successfully worked in tandem with another <br />architectural firm that was handling the Bloomington Public Works part of that project. <br />In addition, Ankeny Kell has a national reputation in designing popular but cost-effective municipal community <br />centers. Should the City Council decide in the future to consider building a Roseville Community Center, <br />establishing (or testing) a relationship now with the Ankeny Kell firm may be helpful to that effort in the future. <br />
