Introduction At the May 2, 2002 Council Meeting, a brief discussion was held on the timeline and process for the 2003 budget. It was noted during the meeting, that it may be desirable to schedule a series of worksessions that would allow for brief budget presentations by Staff, followed by general discussion by the CounciL The worksessions would also provide an opportunity for the public to make comments and suggestions on the desired services, service levels, and reasonable tax impact expectations. In previous correspondences received from the Council, alternatives to this budget process were identified, but have not been discussed in detail as of yet. If the Council decides to conduct budget discussions in a public forum, Staff is recommending that a tentative schedule of dates be set aside to ensure that the public receives adequate advance notice. Pending Council direction, the attached schedule of budget worksessions could be used for this purpose. The schedule takes into consideration, existing scheduled meetings, holidays, and key budget submittal dates required by the State. A subsequent work session(s) to address the compensation and benefit package is tentatively scheduled for this fall. In addition, the Council will be asked to schedule a truth-in-taxation hearing in early December, 2002, and be prepared to adopt a final budget and tax levy in late December, 2002. Council Action Requested Staff is requesting Council direction on setting tentative worksession dates for the 2003 Budget. Or, further direction on alternative budget process formats.
