Over 70 percent (10,500) of a11 housing units are owner-occupied. There are approximately 100 mobile homes remaining in Roseville, most of which are at least 20 years in age. Roseville has a higher percentage (68%) of homeowners (single family, townhome, condominiums) than Ramsey County, but the statewide home ownership (especially outstate) rate (75%) and the Metro area home ownership rate (78%) remains higher. Roseville homeowner vacancy rates are similar to those found in the County and the Metro area, with the turnover rate is approximately 3% per year. The City vacancy rate for rental property has reduced from 10% in 1990 to about than 2% in 2000, yet the turn-over rate can be as high as 30% per year particularly as young adults move in and out. (Source: Census 2000) City code inspectors report more single family homes being occupied as rental units with absentee landlords. In reviewing Ramsey County tax records it is estimated that over $43 million is needed to make necessary exterior improvements to Roseville single and multi family housing stock over the next 5 years. . There are 192 single family units under $100,000 in value. Ninety percent of those homes were constructed prior to 1960. Only 10 of the total homes under $100,000 have been remodeled and only 2 of the 10 were remodeled in the last 10 years. At an average $40,000 cost for exterior improvements (roof, windows, siding) there could be a need for over $7 million in improvements to maintain the single family housing stock. . Roseville has a total of 99 apartment complexes with a total of 5,900 units. Over 85 percent of the complexes were construction prior to 1980 and over 70 percent and 2,400 units have a value per unit under $30,000. It is estimated that the average cost per unit for exterior improvements (window, roof, siding, doors) is $15,000. It could cost over $36 million to make the exterior improvements on those units with values less than $30,000 per unit. There are approximately 1,900 townhome and condominium units in the City of Roseville. 44 percent of the units are over 30 years old. Many of these units have done some level of remodeling. However, over 28 percent (12 percent of the total) have not made improvements since 1980. These townhome complexes most likely will need to make improvements to maintain their value over the next 5 years.
