Item Description:
Background:

Request for Council Action
Date:(/iQQ3
Item Number: i. A.
Manager Approval
.
 / ,/
of Justice Domestic Preparedness Grant Application
Agenda
Consent
The U.S. Department Justice (US-DOJ) is offering a new grant program to fire departments to ensure that
local and State agency first responders are properly equipped to respond to incidents of domestic terrorism
involving chemical and biological agents, as well as radiological and explosive devices. The grants will be
awarded on a competitive basis. The State of Minnesota is allocating $1,798,000 to local jurisdictions
throughout the State with the intent of ineeting the needs of the mamum number of communities possible.
The Roseville Fire department has been awarded a grant in the amount of $41,618.Q0
Policy Implications:
Response to incidents of possible domestic terrorism: The Roseville Fire Department currently provides first
responder response to incidents involving possible hazardous materials, chemical, and biological hazards. The
Roseville Fire Department has a very limited supply of equipment designed to handle these types of incidents.
We intend to have our application focus on equipment designed to allow our first responders to minimize the
affects of these hazards to the community and environment. These funds will also provide the ability for mass
decontamination of affected persons.
Financial:
The grant would allow the Roseville Fire Department to purchase needed equipment reducing the potential
future financial impact to the regular budget process.
Staff Recommendation:
Staff recommends accepting grant funds in the amount of $4 1,6 18 .00 for funding to provide equipment to
handle incidents of Weapons of Mass Destruction (WMD) and provide for better firefighter safety in
responding to these types of incidents.
Council Action Requested:
Motion to accept the U. S. Department Justice (US-DOJ) grant in the amount of $4 1,6 18.00 to be used to
purchase equipment to handle incidents of Weapons of Mass Destruction (WMD) and provide for better
firefighter safety in responding to these types of incidents.
