Kysylyczyn: Do away with the Deputy position, also 1- 2 sergeants receiving specialty pay that they shouldn't be, and also have two sergeants per shift. Kough: look at new positions to be filled. Asst. City Mngr and two new police on PD. Caution not to hire. Kysylyczyn: Maybe need a hiring freeze. If we don't want them filled we have to impose a freeze. Two positions have not been advertised yet--so we could stop the hiring of these positions. (Asst. City Mngr, Asst Park Dir.) Schroeder: that would be a way to come up with the funds. Is there a need for these positions? It has to be looked at very hard. Kough: w�re not here to spend money, we are here to save money. Now is an opportune time to look at these positions. HIausing: the work sessions would give us the opportunity to look at the programs and services so that if we are going to have a reduction we will be ready to do that. Uneasy with trimming the budget without going through the work sessions. Kysylyczyn: the 5, 10 15% reduction is not negotiable. HIausing: make more sense to find out from DH about programs and services. Feels that there is room for negotiation-at least there ought to be. Maschka: not willing to cut budget to accommodate the public works/public safety building. Need to understand the effects of cutting programs. B. Roselawn Cemetery Crematory Options Welsch: council asked for options on the crematory options. We contacted DPRA to review past record and provide a more understandable record from the EPA and the MPCA. 3-4 different options: 1) proceeding with CUP 2) facilitating group problem solving. 3) amend code to prohibit crematories except in industrial areas. EPA looked at the types of emissions--crematory emissions well below MN Hlth Dept thresholds. Mercury as a whole in the atmosphere is declining.
