improving the general residential character of multiple family development, <br />fl Impacts on adjoining single family areas should be limited by increased side yard <br />setbacks and landscaping; front and rear separation by streets, commercial or industrial <br />development; or parks and open space. <br />g) Higher density development should be required to include such improvements as <br />masonry e�terior, higher window and wa11 insulation packages, underground parking <br />more usable open space than normally required, porches, landscaping, underground <br />parking and amenities packages within each unit. <br />h) Building design standards should be used which contribute to neighborhood <br />openness, communication, and interaction. <br />i) Design and performance standards should provide adequate height and setback <br />combinations for situations where taller multi-family units are proposed as infill <br />projects adjacent to single family areas. Such infill should be limited to medium <br />density (or lower) proj ects. <br />9. (Not related to topic) <br />10. Require fair housing practices. Disperse types and scale of housing units within the City for <br />a11 ages, in a11 stages of the life cycle. Discourage high concentrations of low and modest cost <br />housing in any portion or neighborhood. <br />a) Provide quality, low density rental and owner-occupied residential units, particularly <br />one level. <br />b) Create affordable and/or subsidized congregate rental units for seniors and others <br />with special needs. <br />c) Consider senior housing in areas with nearby amenities such as shopping medical, <br />community and church facilities, and volunteer programs. <br />11. Provide an appropriate amount of low and moderate cost housing and opportunities for <br />rehabilitation of the existing housing supply through: <br />a) the use of Federal, State, local, and other financial resources; and <br />b) working with State agencies and Metropolitan Council and Ramsey <br />County HRA. <br />12. Encourage year-round landscaping of public and private space, including planned <br />development of boulevards and medians. Review the development and landscaping plans for <br />parks and municipal facilities. <br />13.
