b. The change in comprehensive plan designation and zoning classification fit well into the adjoining neighborhood. Specifically, multiple family districts are usually considered transitional zones between single-family detached residential areas and commercially zoned property. This allows the multi-family residents better access to commercial areas and reduces the amount of multi-family Cut- through traffic, which travels through a R-1 area to the commercial areas and community collector streets. In Accessible Space, Inc. proposal, single family residentially zoned property lies directly east and commercially zoned property lies directly west. The parcel has direct access to County community collector streets (Roselawn and Le�ngton). c. Though the Comprehensive Land Use Plan designation of this properiy is Low Density Residential, the parcel, as a remnant, would be difficult to develop as a commercial property because of coverage, parking requirements, and compatibility with adjoining residential neighbors. d The 22-unit apartment complex is consistent with the Planned Unit Development and R-3 multi-family district, and with the city lifecycle and diversity of design housing programs. e. Traffic generated from the 22 units of handicapped housing is estimated to range from 100 to 130 trips per day and does not create vehicular conflict with existing traffic patterns, nor adversely impact the adjacent residential community. f. Over 65 households (Multi-family housing or townhomes) have been approved and constructed on or adjacent to the Lexington-Roselawn intersection. And subject to the following conditions: l.
