REQUEST FOR CITY COUNCIL ACTION
DA: 06/ 17/02
ITEM No: VIII. B.-4
Agenda Section:
CONSENT
Item Description: Request by Accessible Space Incorporated (ASI) and VSI
Construction to approve the Final Development Plan for a two lot
Planned Unit Development (PUD) in the southeast corner of
Lexington Avenue and Roselawn Avenue (PF3224).
1.0 PROJECT REVIEW:
On May 6, 2002, the Roseville City Council approved a revised General Concept Plan for the
Accessible SpaceNSI redevelopment proposal. The co-applicants seek approval and acceptance of
the Final Development Plan as consistent with the City Council's General Concept Plan approval
of May 6, 2002. The two redevelopment projects include the following details:
Site Development Items:
A. The ASINSI site will hae access from Lengton Avenue, which access point is
located at the far south of the parcel. Access will also be provided from Roselawn
Avenue and will be in the middle of Lot 1 and Lot 2, ROSeIaWri Village. The parking
lot will include concrete curb and gutter and bituminous paing. A storm sewer system
will collect parking lot runoff and direct it through catch basins and piping to a pond in
the southeast comer of the site. There are 60 on-site parking spaces proposed in direct
promity to the office complex and 18 on-site parking spaces will be provided in direct
promity to the supportive housing complex. The PUD Agreement will a11ow CTOSS-
parking to occur between the two uses. A landscape plan has been submitted for the
site and is currently under review. At a minimum, the site must provide the specified
tree species within the Street Tree Master Plan within both boulevards. Irrigation of the
site will also be required. Some minor changes to type and locations of plant species
may occur as a result of City Staff review and approval. A four foot tall epoy coated
chain link fence will be provided in the southeast comer of the supportive housing
parcel as a barrier/deterrent from pond access. The submittal also includes a site
lighting plan which is consistent with the City Code. Light poles are 20 feet in height
with shoe box luminaries including a cutoff or flush light. Utility and grading plans,
along with an easement plan, have also been submitted for review and approval. This
redevelopment project does require approval and/or a permit for the Capital Regions
Watershed regarding storm water management prior to issuance of building permits.
Ofce:
B. The three story, 42 foot ta11 (appromate), 16,646 square foot office building currently
is proposed with a basement. However, the basement is contingent on the cost of
excaating and removing the contaminated soil in the basement area. Should a
basement be cost effective, it would be used solely for storage and HVAC equipment.
PF3224 — RCA Final Development Plan 061702 Page 1 of 3
