A C�C �+et���c�rk Pnrtner <br />May 2, 2002 <br />Thomas Paschke <br />City Planner <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55 113 <br />RE: Conditional Use Permit Application <br />1656-1661 Terrace Drive <br />Dear Tom: <br />r,� �� <br />. r*� <br />*, <br />HAND DELIVERED <br />I enclose our Conditional Use Permit Application and fees of $345, in order to reaffirm <br />the Conditional Use earlier granted on the above-reference property. <br />We ha�e discussed the situation on this properiy with Dennis Welsch and others on the <br />City staff at some length. The building on this properiy was originally constructed and <br />used continuously since 1973 as a truck terminal. A picture of the building and a Survey <br />are attached. The City staff has been unable to locate the Conditional Use Permit. Under <br />the circumstances, the staff assumes an appropriate permit was issued in 1973 but that it <br />is lost. This Application seeks merely to reaffirm and properly document the use that this <br />Property has had for almost 30 years. <br />This building was built by Roberts Construction, Inc. in 1973 as a"truck terminal" or <br />"motor freight terminal". Roberts built numerous other office warehouse buildings in <br />Roseville at that time. As we understand it, under the zoning code at that time, a special <br />permit (now called Conditional Use Permit) was required for a motor freight terminal. <br />The building is 50 feet wide with 56 cross dock doors, so it was clearly built as a truck <br />terminal. Because of that fact, the staff assumes it received the special permit needed. <br />Our records reveal that it was in constant use as a truck terminal, although those records <br />do not go back further than 1986. <br />Several "zoning letters" ha�e been issued over the years which did not cause the issue to <br />be identified earlier.
