3.0 PROJECT REVIEW <br />3.1 I n Roseville a"NTixed Use Business Park District" is defined as a geographically identifiable <br />area which contains a consistent architectural mix of office, office-laboratory, office- <br />showroom-warehousing bio-technical, biomedical, high-tech software and hardware <br />production and similar uses with support services such as limited retail, health, fitness, lodging <br />and multifamily housing. <br />3.2 In Roseville a"NTixed Use Business Park District" is a redevelopment area, in which the <br />environmental impacts of a business park ha�e been analyzed through an environmental impact <br />statement or similar review process. The impacts are then mitigated within the requirements a <br />Planned Unit Development as defined in City Code Section 1008. All parcels ha�e well- <br />planned roads, utilities, ponding and communication systems. Parcels within a"Mixed Use <br />Business Parl�' ha�e access to an internal parkway and/or e�ternal County minor arterial as well <br />as convenient access to the Interstate Highway System. <br />3.3 A"NTixed Use Business Park District" should create a unique, safe and high-quality work, <br />housing and recreational environment by installing e�traordinary, architecturally distinct <br />buildings, parkways, transit and transportation services, site planning landscaping parks, <br />pedestrian pathways, and lighting. <br />3.4 The Twin Lakes Master Plan (future land use plan) includes a11 the components outlined in a <br />Mixed Use Business Park District (B-6 zone). <br />3.5 In addition, the Twin Lakes Master Plan is consistent with commercial industrial goals and <br />policies of the City of Roseville as described in Section 3 of the Comprehensive Plan (as <br />revised in 7anuary, 2001). The Twin Lakes Plan includes the following: <br />a. Create a buffer to protect and enhance the public enj oyment of Langton Lake. <br />b. Protect the residential neighborhoods with less intrusive land uses. <br />c. Create a livable environment with a mix of compatible uses. <br />d. Create compatibility between uses and building designs in order to encourage new <br />investment, protect and enhance e�sting value. Minimize the impact of commercial traffic <br />onto residential streets; reduce congestion at main intersections. Clean up soil and <br />groundwater pollution. <br />£ Provide a range of quality jobs. <br />g. Diversify the tax base. <br />h. Provide a fle�ble land use plan. <br />i. Locate uses in areas where they can best take advantage of necessary market forces. <br />3.6 The Twin Lakes Master Plan embodies the following policies: <br />a. The City encourages office and office-high tech assembly and medical and biotech uses <br />where they ha�e immediate vehicle access to County Roads and freeway. <br />b.
