NOW, '1TIEREFORE, BE I T RF�SOLUID by the City Council of the City of Roseville, as follows: 1_ The following assessment policies w i 11 be followed in the upgrading of temporary public roadways (not meeting stand- ards set forth in City Code) , cnder the City's jurisdiction, to permanent asphaltic concrete roadways with concrete curb and gutters. '� 2. The following assessment formulas shall apply t o any su�h upgrading of public roadways under the City's jurisdiction. (a) On street paving projects, it is desirable that at least 25%of the cost for the project to be obtained from sources other than ad valorum taxes. �� .
