REQUEST FOR COUNCII, ACTION <br />DATE: 07/22/02 <br />ITEM NO.: V.C. <br />Department A proval: Manager Reviewed: Agenda Section: <br />Reports dc Rocommendaticros <br />� <br />�� <br />Item Description: Receive Feasibility Report for County Road C Reconstruction- Phase I and <br />County Road C Streetscape- Phase I and order Public Hearing. <br />Background: On April 8& June 17, the City Council authorized the preparation of a Feasibility <br />Report for the County Road C Streetscape Project and County Road C Reconstruction Project. Phase <br />I of these projects is from Long Lake Road to the East Snelling Service Drive. <br />In 2003, the County proposes to reconstruct County Road C. They have dedicated federal funding to <br />finance most of the proposed project. As a part of their application for federal funding they included <br />a higher quality design for the street. This includes concrete curb and gutter, colored crosswalks, <br />colored concrete in the medians, sidewalks, some landscaping and pedestrian lighting. Consistent <br />with the County cost share policy all of these elements of the road reconstruction project are shared <br />costs with the City of Roseville. <br />In anticipation of this road reconstruction project the City of Roseville prepared a Streetscape <br />Framework Manual that looks at the County Road C corridor and identifies aesthetic improvements <br />that would help revitalize this "main street". We have looked at the costs of implementing the <br />recommendations of this manual in the feasibility report and in the framework manual. <br />An information meeting was held on June 27 for property owners and businesses along the project. <br />At this meeting, City and County staff reviewed the overall project, the City's assessment policy, and <br />an overview of the projects. Property owners provided input to staff regarding specific concerns. <br />In accordance with City Council direction, a feasibility report has been prepared that details the <br />proposed design, neighborhood impact, and estimated cost of the proposed projects. Copies of the <br />completed feasibility reports are enclosed. The next step in the process is for the Council to accept <br />the feasibility report and to schedule public hearings. <br />Policy objectives: The report recommends to proceed with the County Road C Reconstruction <br />project, and outlines the proposed funding for this project. This project would include the <br />reconstruction of County Road C, the construction of storm water treatment basins, and the burying <br />of overhead electrical distribution lines. <br />The report also discusses the County Road C Streetscape project. In looking at the proposed <br />costs for this project, it does not appear that there are dedicated funds available. <br />Financial implications: A summary of the financial implications is included within the feasibility <br />report. <br />
