Department Approval
Request for Council Action
Da: 7112
It'1 Nuli1':YI. c.
ager A proval Agenda Section
 '4uizatio B
Item Description: Bond Counsel, City Attorney, Development Attorney, Prosecuting
Attorney
Backnround
Last Monday, the City Council directed me to produce a summary of all the Responses to
the City's RFP for legal services, and to recommend four firms in each category of legal
service.
Summary of All Firms
The attached, four-page table summarizes the 17 proposals.
Recommendation
I cannot in good faith recommend firms at this point. Chris Miller, our Finance Director,
and his staff have not had a chance to interview the four firms interested in providing Bond
Counsel services. I have not interviewed the eight firms interested in providing City
Attorney services. Acting Police Chief Sletner and her staff have not had an opportunity to
interview the nine firms offering Prosecution services. In addition, staff have not spoken
with references supplied by the 17 law firms or with colleagues in other cities who may be
familiar with each firm's work.
Council Action Recommended
Allow affected staff an opportunity to interview the law firms that submitted proposals and
call references.
If the Council chooses to move forward without any staff interviews of law firms or reference
checking, then -- based solely on the written proposals -- I recommend Council interview
the following firms to provide the following services (firms listed in alphabetical order) :
Bond Counsel
1.
