Sletner <br />Acting Chief of Police <br />Subj: ADDITION OF A FULL-TIME CADET (2002 BUDGETED ITEM) <br />cc: City Manager Neal Beets <br />The police department is seeking the addition of a full-time Cadet. <br />Date: 0?/22/02 <br />Item: VI. D. <br />Organizational Business <br />The position of Cadet is included in the 2002 budget at an allocation of $13.00 an hour for six months <br />($13,520). The position of Cadet has not been filled in fiscal year 2002. Filling the position in August to <br />year end would utilize no more than $10,400 of the allocated funds. <br />The Cadet Program was implemented in 2000 to enable the Department to promote and retain qualified, <br />internal candidates by offering them an opportunity to function as a Cadet for a six month period before <br />being considered for the position of sworn police officer. <br />Promoting candidates from within has proven extremely beneficial to the Department. Currently, eleven of <br />the 46 sworn officers were previous Roseville Police Department Community Service Officers, Cadets or <br />Reserves. <br />The Department is seeking approval to hire a Cadet now for the following reasons: <br />1) We currently have at least one excellent, internal candidate who fulfills the Cadet hiring requirements, <br />who will be eligible for hire as an officer December 2002. <br />2) The Department is currently down one full-time officer and police chief, and while a Cadet cannot <br />"replace" a sworn officer, the Cadet performs a number of services that would otherwise fall to a patrol <br />officer. <br />The Cadet is an asset to the Department, and at a minimum, the Cadet will be required to: <br />. Generate minor criminal and non-criminal reports <br />. Issue citations for parking violations <br />. Assist licensed officers at traffic accidents, medicals and crime scenes <br />. Handle transports <br />. Assist in maintaining department equipment and property <br />. Cadets will be assigned to the Investigative Unit for a portion of their Cadet tenure to assist in <br />investigations, process evidence and take an active part in bringing cases to conclusion <br />. Compile various computerized monthly reports/stats <br />. Provide tours of the Department <br />
