A. <br />Agenda Section: <br />HEARING <br />Description: United Check Cashing request to operate a currency exchange <br />business at 2216 County Road "D", Suite "C" (PF3416). <br />Hearing Continued From The August 5, 2002 Council Meeting. <br />1.0 REQUESTED ACTION <br />1.1 Global Financial Outsource Services, Inc dba United Check Cashing (George Frambo) <br />has applied to the Minnesota Department of Commerce to operate a currency exchange <br />business in Suite "C" at 2216 County Road D(Tower Glenn). <br />PROJECT REVIEW HISTORY <br />. Notice of Application received on July 8, 2002 <br />. Determined complete on July 9, 2002 <br />. 60-day review deadline on September 7, 2002 <br />. Staff Review: Approval — August 12, 2002 <br />. Anticipated Council Action — August 12, 2002 <br />2.0 SACKGROUND <br />2.1 State law requires the governing body (City of Roseville) to give notice of its intention to <br />consider the issue and solicit testimony from interested persons, including those in the <br />community in which the applicant is located or proposed to be located. <br />2.2 Minnesota Statute 53A.04(a) states: "Within 30 days after receipt of a completed <br />application, the commissioner shall deny the application or submit the application to the <br />governing body of the local unit of government in which the applicant is located or is <br />proposing to be located. The commissioner may not approve the application without the <br />concurrence of the governing body. The governing sha11 give published notice of its <br />intention to consider the issue and shall solicit testimony from interested persons, <br />including those in the community in which the applicant is located or proposing to be <br />located. If the goveming body has not approved or disapproved the issue within 60 days <br />of receipt of the application, concurrence is presumed. The commissioner must approve <br />or disapprove the application within 30 days from receiving the decision from the <br />governing body. The governing body sha11 have the sole responsibility of its decision. <br />The state sha11 have no responsibility for that decision." <br />PF3416 RCA 081202 Page 1 of 2 <br />
