Agenda Section: HEARINGS/REPORTS Itkm bescription: Invite Public Comment and Discuss Selection of a Preliminary Development Team for the Development of the Arona Site (PF3243). 1.0 REQUESTED ACTION: 1.1 Invite public comment regarding the four final proposals being reviewed for the development of the Arona site based upon the interviews held at the Council meeting on August 5, 2002. 1.2 Discuss strengths and weaknesses of proposals and select a preliminary development team for the development of the Arona site subject to attorney negotiation of a development agreement that would include contingencies for successful land use approvals through the PUD process with the Planning Commission and City Council and site due diligence. 2.0 BACKGROUND: 2.1 Arona Site Review History/Process: . Neighborhood and stakeholder meetings - February, March 2001 . Application submitted — February, 2002 . Staff Review: Approval with conditions — March 6, 2002. . Planning Commission: Public Hearing and Approval (6-O) — March 6, 2002 . City Council Approval of Comprehensive Plan Amendment for the Arona-Hamline Neighborhood Master Plan — March 25, 2002 . City Council Approval of first stage PUD General Concept Plan — March 25, 2002 . Request for Proposal Due Date: June 17, 2002 . City Staff Review and Interview of 10 Request for Proposals Received: 7une 17 - 7uly 15, 2002 . City Council accepted staffs recommended of four proposals: July 22, 2002 . August 5, 2002: City Council interviewed four development teams which included the following o Arona Village by TimberCraft o PrimRose by MetroPlains Development o Town & Country Homes/Common Bond o United Properties/Coalition of Roseville Churches. 2.2 Arona Site Development Next Steps: .
