4.0 Summary of Interview Process and Council Discussion: <br />During the interview process of the four development teams on August 5, 2002, the City <br />Council evaluated the proposals based upon similar criteria used by City Staff. The one- <br />hour interviews helped Council members understand the team experience, the site plan and <br />building design, proposed housing mix, affordability, open space, connectivity, land bid, <br />traffic flow and how the proposals attempted to meet the objectives of the master plan. <br />Upon conclusion of the interviews Council members discussed the strengths and weaknesses <br />of each proposal and individually provided a ranking of each proposal. Based upon this <br />process the United Properties/Roseville Coalition of Churches proposal ranked the highest <br />with no real trend developing regarding a clear second choice. Council's comments at the <br />meeting were based solely on the proposals and all agreed that no final determination would <br />be made until after public comment was considered. <br />5.0 Brief Summary of Proposals: <br />MetroPlains Development proposal for "PrimRose Village" — The PrimRose Village proposes 84 <br />total for sale housing units. <br />. 21 detached two story townhomes or zero lot line single family homes <br />. 23 attached townhomes with a variety of floor plans and designs <br />. 40 one level flats in 2"Great Houses" — could add more or substitute in other areas. <br />Timbercraft Homes proposal for "Arona Village" includes a mi� of 100 total units of housing, 2,000 <br />square feet of neighborhood support retail and 2,000 square feet of community meeting space all <br />using traditional neighborhood design principles. <br />. 20 traditional small lot single family homes (includes 5 habitat for humanity homes with same <br />design features & floor plans) <br />. 28 Villa Townhomes <br />. 52 unit Senior Condominium <br />.
