Tuesday, August 06, 2002
Date: 08/12/02
Item: VL B.
Organizarional Business
I am asking the Council to consider amending our Standing Rules of
Procedure to create a process for last-minute changes to the agenda.
Since last minute additions to the agenda should be the exception and
not the rule, I suggest that either a unanimous or 4/S's vote of the
Council is necessary at a meeting to add agenda items that are not part
of the published agenda. Individual Couxcilmembers would still be free
to have any item they wisla placed on the published agenda. The rule I'm
proposing simply says that: after Councilmembers add their items and
after the Mayor or his designee reviews and approves the agenda and
after the agenda is published and ufter the meeting is convened, then it
takes a super-majority of the Council add things to the published,
agenda.
Here are two options:
Option A.-- Rule I5 Amendments to the Agenda
At each Council Meeting, the Council may, by unanimous vote, alte' the published
agenda of business for that meeting.
Option B.-- Rule 15 Amendments to the Agenda
At each Council Meeting, the Council may, by four-fifths vote of the entire Council, alter
the published agezda of business for that meeting.
Councilmember Maschka
, - a oo
