Department Approval: 1�Tanager Reviewed: Agenda Section: Organizational Business Item Description: Human Rights Commission Grant Application Background: Among other responsibilities, the Roseville Human Rights Commission seeks to promote a positive human rights climate in the community through public education. Most recently the Commission held two public forums to discuss the aftermath of the September 11 terrorist attack. The Commission also sponsors an annual Essay Contest to encourage Roseville youth to consider Human Rights issues. The St. Paul Foundation issued a Request for Proposals (RFPs) for groups who wish to take action towards reducing racism. Members of the Human Rights Commission have met with and obtained support from the Cultural Diversity Coordinator of the Roseville Area Schools (RAS) about working with a school to facilitate students creating a play that addresses racism. According to RAS staff, 20% of students at RAS are students of color, among the highest percentage in suburban schools. Commission members also talked with staff at several acting companies about the proj ect and there is interest in partnering in such a proj ect. Financial Implications: The Human Rights Commission has a sma11 budget to conduct business through the year. The Commission wants to apply for one time funding through the St. Paul Foundation to work directly with area youth to address racism. The City of Roseville would be the fiscal agent for the grant, and a11 moneys would be specifically used to fund the project which would be completed in 2003. The RFP is due on September 20. Council Action Requested: The Human Rights Commission seeks approval to apply for a one time St. Paul Foundation Grant to establish an educational program that addresses racism.
