REQUEST FOR COUNCIL ACTION <br />Date: 8/19/2002 <br />Item No: Vjj, A. <br />Department ApprovaL Manager Approved: Agenda Section: <br />� <br />Organizational Business <br />Item Description: Calling a Special Election, and Consideration of Election Ballot Language for the <br />Purposes of Issuing General Obligation Bonds <br />Introduction <br />Per Council's direction, the attached documents have been prepared by the City's Bond Counsel <br />of Briggs & Morgan, for consideration in calling a special election. <br />The language suggested by Bond Counsel has been selected to allow fle�bility for the City in <br />expending the bond proceeds, yet provide a clear intent to tbe overall purpose. The Council has <br />at its discretion to be more specific than the drafted language. <br />The terms "acquisition" and "betterment" are recommended because they are defined in Statute. <br />A copy of the applicable statute is enclosed. The term "facilities" is recommended to allow for <br />bond proceeds to be used for the expansion of e�sting structures, or free-standing structures, <br />including any accessory structures. <br />Staff will be available for additional questions, or direction if needed. <br />Attachments <br />❑ Resolution calling for a special election. <br />❑ Official Ballot to be used on Election Day. <br />❑ State Statute defining "acquisition" and "betterment" <br />Council Action Requested <br />Adopt the Resolution calling for a special election, and approving the official ballot language for <br />the purposes issuing general obligation bonds. <br />
