4,0 HISTORY: <br />4.1 On May 11, 2001 the Roseville Inspections Department issued a Stop Work Order to <br />Landmark Concrete who was in the process of replacing (and installing additional) <br />driveway and sidewalks at 7 16 County Road "C" without a permit. However, work on <br />the site was completed later that day. <br />4, 2 On May 14, 2001, Landmark Concrete submitted a building permit for approval, based <br />on the work they completed at 7 16 County Road "C". However, the Community <br />Development Staff upon a review of the information provided was concerned about the <br />impervious coverage on the property and required verification from the applicant. <br />4,3 Based on the drawing submitted the Community Development Department has estimating <br />parcel coverage of at 34% (this amount has been confirmed to be 32% based on the <br />survey submitted on August 8, 2002). <br />4, 4 Since May 200 1, the Community Development Department had not received an <br />accurately scaled drawing of the parcel with structures, sidewalk, and pavement <br />indicated. Consequentially, no permit has been issued to Landmark Concrete for the <br />work completed. <br />4,5 Later in 2001 the Community Development Staff noticed the placement of a new shed on <br />the east side of the detached garage. The shed was/is located on a portion of the <br />driveway that was added with the May 11 improvement proj ect. However, the shed was <br />installed without a permit and is located within the required 30 foot setback from the <br />public street (Section 1004.02D4) installed as a portion of Rosetown Ridge PUD. <br />4, 6 Since June 18,200 1 the Community Development Department has been attempting to <br />resolve the outstanding issues at 7 16 County Road "C". <br />4, 7 7 16 County Road "C" is a house used as a rental property but owned and maintained by <br />Paul Rudolph and the Viking Racing Pigeon Club. Club meetings are held on site within <br />the detached garage. Recently a dilapidated shed that was formerly located in the rear of <br />the property was removed. <br />4, 8 The parcel adj acent (east) of 716 County Road "C" was the nrivate drive to the American <br />Legion. However, in 1995 Kettler Construction received approval for the 42 unit <br />Rosetown Ridge townhouse development and turned the 60 foot wide parcel with brivate <br />drive access into a public ri�ht-of-way and Rosetown Court. <br />5,0 REVIEW OF REQUEST: <br />5.1 Mr. Rudolph and the Viking Racing Pigeon Club seek approval for two variances <br />allowing them to keep both the additional impervious surface area and the shed in its <br />present location (east side of parcel). <br />PF3393 - RCA 081902 • Page 2 of 5 <br />
