4,0 HISTORY: 4.1 On May 11, 2001 the Roseville Inspections Department issued a Stop Work Order to Landmark Concrete who was in the process of replacing (and installing additional) driveway and sidewalks at 7 16 County Road "C" without a permit. However, work on the site was completed later that day. 4, 2 On May 14, 2001, Landmark Concrete submitted a building permit for approval, based on the work they completed at 7 16 County Road "C". However, the Community Development Staff upon a review of the information provided was concerned about the impervious coverage on the property and required verification from the applicant. 4,3 Based on the drawing submitted the Community Development Department has estimating parcel coverage of at 34% (this amount has been confirmed to be 32% based on the survey submitted on August 8, 2002). 4, 4 Since May 200 1, the Community Development Department had not received an accurately scaled drawing of the parcel with structures, sidewalk, and pavement indicated. Consequentially, no permit has been issued to Landmark Concrete for the work completed. 4,5 Later in 2001 the Community Development Staff noticed the placement of a new shed on the east side of the detached garage. The shed was/is located on a portion of the driveway that was added with the May 11 improvement proj ect. However, the shed was installed without a permit and is located within the required 30 foot setback from the public street (Section 1004.02D4) installed as a portion of Rosetown Ridge PUD. 4, 6 Since June 18,200 1 the Community Development Department has been attempting to resolve the outstanding issues at 7 16 County Road "C". 4, 7 7 16 County Road "C" is a house used as a rental property but owned and maintained by Paul Rudolph and the Viking Racing Pigeon Club. Club meetings are held on site within the detached garage. Recently a dilapidated shed that was formerly located in the rear of the property was removed. 4, 8 The parcel adj acent (east) of 716 County Road "C" was the nrivate drive to the American Legion. However, in 1995 Kettler Construction received approval for the 42 unit Rosetown Ridge townhouse development and turned the 60 foot wide parcel with brivate drive access into a public ri�ht-of-way and Rosetown Court. 5,0 REVIEW OF REQUEST: 5.1 Mr. Rudolph and the Viking Racing Pigeon Club seek approval for two variances allowing them to keep both the additional impervious surface area and the shed in its present location (east side of parcel).
