4.0 REVIEW of REQUEST: <br />4.1 James & Lucy Wrede propose to construct certain home improvements to meet their <br />families growing needs. These improvements include an addition to the existing dining <br />room; the construction of a front porch; the addition of a large family room w/basement; <br />and the addition of a second story that will house the bedrooms. <br />4.2 The Wrede home was constructed in 1956, prior to the current zoning section of the City <br />Code being adopted. The parcel is designated Low Density Residential in the <br />Comprehensive Plan and it is located in the R-1, Single Family Residence Zoning <br />District. <br />4.3 The proposed addition to the e�sting principal structure's footprint (dining room, porch, <br />and family room) adds 705 square feet to the e�sting footprint, causing the parcel to be <br />638 square feet out of compliance with the 30% requirement of Section 1004.O1A6. <br />5.0 VARIANCE REQUEST BACKGROUND: <br />5.1 Section 1004.O1A6 of the Roseville City Code (Maximum Total Surface Area) affords <br />each residential properiy owner a 30% impervious coverage based upon the total lot <br />size. In the case of the Wrede properiy, this allowance cannot exceed 30% of the 11,250 <br />square foot lot size or 3,375 square feet without an approved variance. <br />5.2 The Wrede home is a 1950's rambler situated on an 11,250 square foot lot. The home <br />has a footprint of 976 square feet (roughly 24 feet by 37 feet); there is also a detached <br />garage (in rear yard) 1,176 square feet in size (roughly 20 feet by 50 feet) that lies 70 <br />feet from Irene Street. Given these current site conditions the Wrede lot has a current <br />impervious coverage of 29% (3,308 square feet). These proposed home improvements <br />create a total impervious coverage of 4,013 square feet or 36% of the site. <br />6.0 STAFF COMMENTS/FINDINGS: <br />6.1 The proposed improvements to the Wrede home meet the goals and objectives of the <br />Housing Plan. Specifically, the Housing Plan encourages reinvestment into existing <br />housing to provide increased functionality to retain families within the community to <br />maintain a quality neighborhood. <br />6.2 Section 1013.02 states: Where there are practical difficulties or unusual hardships in the <br />way of carrying out the strict letter of the provisions of this code, the city council shall <br />have the power, in a specific case and after notice and public hearings, to vary any such <br />provision in harmony with the general purpose and intent thereof and may impose such <br />additional conditions as it considers necessary so that the public health, safety, and <br />general welfare may be secured and substantial justice done. <br />PF3420 - RCA 092302 - Page 2 of 4 <br />
