RECOMMENDATIONS <br />The findings of this study have documented the positive impacts of Smart Growth. That doesn't <br />mean that there is one tailored approach for each community in the Northeast Diagonal study <br />area. The study area encompasses a diverse set of communities. What is acceptable or desirable <br />in Minneapolis might not fit a St. Anthony or a Roseville. Similarly, what would fit well in a Roseville <br />may not work well in a Vadnais Heights. The communities are unique and have different ideas on <br />how they envision their communities. The principles of Smart Growth could be tailored to fit each <br />community differently. <br />Communities <br />1. Adopt a transit-oriented development overlay zoning district that guides growth and devel- <br />opment according to the Metropolitan Council's Smart Growth principles and prepare <br />design standards and guidelines to shape new development in the overlay district. <br />2. Develop a master plan for desired opportunity sites. This could include a development <br />plan, re-evaluating the recommended uses within the opportunity sites, and evaluating <br />the market demand for the sites. <br />3. Implement land use and transportation changes to the local comprehensive plan that sup- <br />ports the corridor, related Smart Growth scenario recommendations and transit-friendly <br />mixed use development patterns. <br />Counties <br />1. Finalize the purchase of the abandoned railroad right-of-way in the Northeast Diagonal <br />Corridor. <br />2. Purchase future abandoned railroad right-of-way in the Northeast Diagonal Corridor, and <br />continue to communicate with the Burlington Northern Santa Fe railroad on the activity of <br />the railroad in this Corridor as a freight use and potential for public ownership. <br />3. If the active freight railroad corridor in the Northeast Diagonal Corridor does not come up <br />for abandonment, pursue discussions with railroad aboutjoint use of railroad right-of-way <br />as future transitway. <br />Corridor Recommendation <br />1. Build transit ridership in the corridor using Highway 36 or a parallel route with high fre- <br />quency service and speed before transitway is implemented. <br />Nortneast Diagonal iAND uSE/tRANS1T St.uay <br />
