4.0 REVIEW of REQUEST:
4.1 Susan & Michael McCloskey desire to construct a 700 square foot (appromate)
driveway connection between two existing driveway. Currently, the principal structure
has attached garages that have access to both Old Highway 8 and County Road C2.
4.2 The home and site were recently improved and the McCloskey's desire connecting the
drives to a11ow vehicles to move forward versus having to back out into traffic. Further,
Ms. McCloskey suffers from a physical disability and would benefit from the
connection.
4.3 The parcel is an odd shaped corner lot slightly over the 30% impervious coverage
threshold, so any improvement must receive a variance from Section 1004.016 of the
Roseville City Code.
5.0 VARIANCE REQUEST BACKGROUND:
5.1 Section 1004.O1A6 of the Roseville City Code (Maximum Total Surface Area) affords
each residential properiy owner a 30% impervious coverage based upon the total lot
size. In the case of the McCloskey parcel, this allowance cannot exceed 4,405 square
feet without an approved variance.
5.2 When issuing the building permit in January 200 1, the staff calculated the lot coverage
to be at the 30% limit. Since that calculation and the submittal of the property survey,
the City Planner has calculated the parcel to be 67 square feet over the Code
requirement.
5.3 The McCloskey parcel has been determined to be 14,685 square feet, which allows for
an impervious coverage of 4,405 square feet. The property currently is occupied with
3,106 square feet in structure and 1,382 square feet in pavement, for a total esting
impervious coverage of 4,488 square feet. The proposal would add approximately 712
square feet of pavement to the impervious coverage creating a total impervious coverage
of 5,200 square feet or 35% coverage, thus requiring a 5% impervious coverage
variance.
EXISTING PROPOSED CODE VARIANCE
Lot Size 14 685 s. ft. same 12 500 s. ft.
House/Gara e Size 3,106 sq. ft. same na
Pavement Area 1,382 sq. ft. 2 082 s. ft. na
Total Im ervious 4 488 s. ft 5 205 s. ft. 4 405 s. ft 30% 800 s. ft. 5%
6.0 STAFF COMMENTS/FINDINGS:
6.1 The Community Development Staff worked closely with the McCloskey's on their
development plans, having review and approved (Development Review Committee) a
Setback Permit for a side yard encroachment (north).
PF3424 - RCA 092302 .
