Planning File 3424: Request by Susan 1�TcCloskey, 2525 County Road <br />C2, for a variance to Section 1004.O1A6 (Maximum Total Surface Area) <br />of the Roseville City Code to allow construction of a connection to two <br />existing driveways. <br />Chair Duncan opened the hearing and requested City Planner Thomas Paschke <br />provide a summary of the project report dated September 4 2002. <br />Susan McCloskey submitted an application for an 800 square foot (5%) variance <br />to Section 1004A1A6 (Maximum Total Surface Area) to exceed the 30% <br />requirement by allowing the construction of a 700 (approximate) square foot <br />driveway that would connect two existing driveways on the premises of 2525 <br />County Road C2. Currently, the principal structure has attached garages that ha�e <br />access to both Old Highway 8 and County Road C2. <br />The home and site were recently improved and the McCloskey's wish to connect <br />the drives to allow vehicles to move forward versus ha�ing to back out into <br />traffic. Further, Ms. McCloskey suffers from a physical disability and would <br />benefit from the connection. <br />The parcel is an odd shaped comer lot slightly over the 30% impervious coverage <br />threshold, so any improvement must receive a variance from Section 1004.016 of <br />the Roseville City Code. Thomas Paschke illustrated photos of the site. <br />Thomas Paschke described the 5,205 s.f. of impervious surface. <br />Staff recommended approval. There are safety issues on this comer and the <br />applicant has health issues which could create concern and variance <br />justifications. <br />Mr. McCloskey explained the house site issue and traffic during peak moming <br />and afternoon issues. This will be highly landscaped and will look more like a <br />garden path. Neighbors do not object. <br />Chair Duncan asked for details of the garages. <br />Member Stone asked if new landscaping and gardens will help absorb the runoff <br />from the new impervious surface (yes). <br />Member Bakeman asked if setback will be adequate to reduce cut-through across <br />comer.
