Ramsey County says it is enforcing State law that requires every Minnesotan has the <br />opportunity to recycle at the place they live. <br />Multi-family complexes are free to contract with private recycling haulers if they wish. Currently 30 complexes <br />with 3,499 units contract with private haulers to offer recycling services to their residents. Seventy complexes <br />with 3,646 units do not. <br />The majority of multi-family complex residents surveyed earlier this year (62%) said they would like to join the <br />Roseville recycling program. However many multi-family complex owners and managers appear to be not <br />interested in joining. Many of the owners and managers, but not all, that participated in a focus group in <br />February said they prefer the govemment have no involvement in whether or not they offer recycling service to <br />their tenants. <br />Policy Implications <br />The Roseville City Council has set broad parameters for the recycling program in the City Code. For instance <br />section 403.10 reads "The City shall contract with a recycling contractor.. . the City Council shall determine the <br />schedule and frequency of the collection." <br />In past practice the Council has worked with staff to design the best system to meet the needs of Roseville <br />residents. For instance in 1998 staff solicited bids for twice a month, every other week, and once a week <br />collection of recycling. The Council was then able to pick the bid with the best price and service to residents. <br />Financial Implications <br />Currently homeowners pay $1.75 a month for recycling. Roseville pays Waste Management $2.05 per <br />household per month for recycling. The City uses an annual SCORE grant and fees charged to multi-family <br />complex residents to make up the difference. A change in service that would result in a higher charge could be <br />passed on to participants, or the City could search for an additional source or sources to subsidize the increase. <br />Council Action Reauested <br />Council direction on how to proceed with Roseville's recycling program. <br />Some options include: <br />a) Solicit bids for recycling service continuing the current level of service. <br />b) Solicit bids for recycling service with a different level of service. <br />c) Solicit bids for recycling service with pricing for both the current level of service and new level(s) of <br />service. The Council can then weigh the options and prices at a future meeting. <br />d) Include multi-family complexes in the City's recycling program. Include multi-family complex <br />service in the bid requirements. <br />e) Do not include multi-family complexes in the City's recycling program and stop charging complexes <br />a recycling fee.
