Regular City Council Minutes —10/14/02
DRAFT Minutes - Page 7
advantages of Mr. Jamnik's expertise and former
employment with the League of Minnesota Cities (LMC).
City Manager Beets stated that the second firm selection
was Ratwik, Roszak & Maloney, but due to the inability to
cover the required meetings due to other conflicts, the
panel was not recommending the City's consideration of
the firm.
Councilmember Schroeder stated he would go on record
not voting for confirmation of Cambell Knutson, since
another comparable firm was available he would like to
start with a clean slate.
Councilmember Klausing asked Councilmember
Schroeder to elaborate on his rationale for wanting to
change from an experienced firm, with Councilmember
Schroeder reiterating his original statements.
Mayor Kysylyczyn stated that he supported the Council's
decision to go through the RFP process; and expressed his
concern with continuing with the firm of Campbell
Knutson due to four (4) past issues:
1) His personal disappointment with the advice provided
regarding flag ordinance issues;
2) His concerns about Campbell Knutson's actions in
Golden Valley and the City Managers' Association;
3) His concerns with public statements made for the record
from a former City Councilmember regarding alleged
serial council meetings to avoid open meeting
requirements;
4) His concerns in a recent legislative session lobbying by
the firm and claims that they represented the City of
Roseville without City Council authorization.
Mayor Kysylyczyn repeated his concerns and concurred
with Councilmember Schroeder's intentions of not
supporting confirmation of the City Manager's
appointment of Campbell Knutson.
