A. <br />Agenda Section: <br />PRESENTATLQN - I�iSCUSSION <br />Item Description: Roseville Properties Introductory Discussion Regarding Proposal for the <br />Redevelopment of Twin Lakes (PF3232) <br />1.0 INTRODUCTION <br />1.1 The owners and partners of Roseville Properties, a local development company, have <br />requested an introductory discussion with the City Council regarding their <br />redevelopment proposal for approximately 60 acres of the Twin Lakes <br />Redevelopment Area. <br />1.2 Based upon a preliminary concept plan, staff has prepared a summary of policy issues <br />that the Council may wish to consider regarding the redevelopment proposal, public <br />financing and city review procedures. <br />2.0 BACKGROUND <br />2.1 The City has been working on the redevelopment master plan for Twin Lakes for <br />many years. This process has been backed by community and public support through <br />a series of public hearings and environmental studies. In addition, the City has <br />received outside public grants from U.S. Environmental Protection Agency and the <br />Metropolitan Council for the redevelopment planning of Twin Lakes. Attached is a <br />summary of the actions and adoptions taken by Council regarding the Twin Lakes <br />Master Plan over the past two years. <br />2.2 Roseville staff has been providing information to many developers on these <br />redevelopment opportunities and the city's vision using the Twin Lakes Master Plan <br />The easiest way to describe this vision has been to liken it to Edina's Centennial <br />Lakes redevelopment. <br />2.3 Staff has also kept in close contact with the property owners regarding the adopted <br />vision and Council actions and has worked this year with the multi tenant leasing <br />companies regarding e�sting nonconforming issues and the B-6 mixed use zone. <br />3.0 APPROVED MASTER PLAN LAND USE SUMMARY COMPARISON <br />3.1 One of the main policy issues the Council should consider when reviewing this and <br />future proposals for Twin Lakes is how much flexibility with regards to land use <br />types, density, value, etc will be acceptable while still achieving the redevelopment <br />goals identified throughout the master plan process. <br />3.2 The Council consensus has always been to redevelop Twin Lakes using a market <br />PF3232 — RCD — RP Proposal (102 102) Page 1 of 4 <br />
