Regular City Council Minutes — 1 1/18/02 <br />DRAFT Minutes • Page 13 <br />Ayes: <br />Nays: <br />Roll Call <br />Schroeder, Kough, Maschka, Klausing and <br />Kysylyczyn. <br />None. <br />E. Award Bond Counsel Contract Bond Counsel <br />Mayor moved, Klausing seconded, confirmation of the Contract <br />City Manager's appointment of the firm of Briggs & Award <br />Morgan as the City's Bond Counsel. <br />Finance Director Chris Miller briefly reviewed the <br />Request for Proposals (RFP) process; identified those <br />serving on the review panel; and provided a list of <br />interview questions used during the process. Four firms <br />had submitted proposals: Briggs & Morgan; Kennedy & <br />Graven; Dorsey & Whitney; and Best & Flanagan. The <br />recommendation of staff and the review panel, as rated <br />during review of the proposals submitted and <br />corresponding interviews, was the firm of Briggs & <br />Morgan to serve as the City's Bond Counsel, contacted on <br />a project-by-project basis. <br />Roll Call <br />Ayes: Kough, Maschka, Klausing and Kysylyczyn. <br />Nays: Schroeder. <br />F. Accept Recycling Contractor Proposal <br />Kysylyczyn moved, Maschka seconded, the proposal of <br />the firm Waste Management for residential curbside <br />recycling services; and directed staff to move forward on a <br />pilot program for single stream sort as soon as feasible. <br />Communications Coordinator Pratt presented specific <br />components of the Waste Management proposal and <br />recommendations of the Public Works and Transportation <br />Commission. <br />Mr. Pratt expressed interest in City Council direction <br />regarding scheduling an annual clean up day; and direction <br />on appointing a permanent advisory commission for <br />educational review of recycling issues. <br />Recycling <br />Contractor <br />Proposal <br />
