Regular City Council Minutes -- 1 1/18/02 <br />DRAFT Minutes • Page 17 <br />Ayes: <br />Nays: <br />Roll Call <br />Schroeder, Kough, Masclika, Klausing and <br />Kysylyczyn. <br />None. <br />City Manager Beets expressed appreciation to the <br />community for their support of the bond referendum, and <br />assured the public that staff would make every effort to <br />"make the community proud." <br />Mayor Kysylyczyn concurred, and thanked staff for their <br />informative and professional presentations to the public. <br />I. Larpenteur Avenue Monument Removal <br />Public Works Director Duane Schwartz provided an <br />estimate for removal and salvage of the three (3) <br />monuments on Larpenteur Avenue at the intersection of <br />Lexington and Larpenteur. The quote received had been <br />for $16,320 with additional funds required for additional <br />electrical work to remove wires, conduit, etc. Mr. <br />Schwartz also stated that the City would be required to <br />repay Federal funds in the amount of up to $52,000, which <br />was the total funds received for the project); and estimated <br />that the total cost of removal, salvage and reconstruction <br />of the area would be approximately $68,000. <br />It was confirmed that a"No Turn on Red" sign had been <br />installed on Lexington facing south. <br />Discussion included vehicular and pedestrian safety <br />issues; due diligence not having been performed by staff in <br />allowing the original monument placement; exorbitant <br />costs for removal of the monuments; and Ramsey <br />County's original approval of the monuments in their <br />right-of-way; and the City setting a precedent by allowing <br />this installation to remain. <br />Kysylyczyn moved, Kough seconded, that the City <br />Council take no action on the Larpenteur Avenue <br />Monument removal. <br />Larpenteur <br />Avenue <br />Monument <br />Removal <br />
