REQUEST FOR COUNCIL ACTION <br />D at e : 12/02/2002 <br />Item No: XL C. <br />Department Approval: Manager Approved: Agenda Section: <br />cK � �r���;D �%od� � <br />Item Description: Adopt a Resolution to Establish the 2003 Utility Rates <br />Background <br />On November 18, 2002, Staff presented an analysis of the various City-enterprise operations to <br />determine whether rate adjustments were necessary. The analysis entailed a review of the Water. <br />Sanitarv Sewer, Storm Water Drainage, and Recvclin� operations and included the following: <br />❑ Fixed City costs including personnel, supplies and maintenance, and depreciation <br />❑ Variable costs including the purchase of water from the City of St. Paul, water treatment <br />costs from the Metropolitan Council, and Recycling Contractor costs. <br />❑ Capital replacement costs <br />❑ Current customer base, rates, and rate structure <br />During the presentation, Staff recommended adjustments to the 2003 Utility Rates to provide for <br />the projected 2-5% increase in operating costs. The recommended adjustments resulted in an <br />overall increase in a typical customer's utility bill of less than 2%. <br />At the Conclusion of the presentation, the City Council directed Staff to draft a resolution to <br />establish the 2003 utility rates as recommended. The City Council also directed Staff to bring <br />forth additional information and analyses regarding the Senior Discount Program. This <br />information is not included with this item.
