Agenda Section Consent Approving the Automated Pawn System (APS) Service and Software License Agreement with the City of Minneapolis Background: On Monday, November 18, 2002, the Roseville City Council approved the amendment of Title 3, Chapter 3 11 of the Roseville City Code concerning Pawnbrokers and Precious Metal Dealers. To assist the Roseville Police Department with regulation and enforcement of the city's pawn shop ordinance, improved police service and regulation in this specific area, Roseville Police Department would like to join the Minneapolis Police Automated Pawn System (APS). In order to join Minneapolis APS, a contract needs to be reviewed and signed by Roseville Mayor, City Manager, Finance Director and City Attorney. The contract has been reviewed and approved by Roseville City Attorney Jay Squires and needs authorized signatures by above listed individuals before contract will go into effect. Financial Costs: The initial start up cost for joining the Minneapolis APS is $1,100.00 and was authorized in the Police 2001 CIp, Future costs will come in the form of monthly transaction fees that will be collected from licensed pawn shops and paid to Minneapolis APS with a portion of collected fees retained to cover city clerical costs. Council Action Reauested: Motion authorizing the Mayor and City Manager to sign an agreement with the City of Minneapolis for the provision of the Automated Pawn System (APS) Service and Software License.
