�� 1 <br />Request for Council Action <br />Department Approval Manager Approval <br />Item Description: <br />Date: 12/1 6/02 <br />Item Number:�I F. <br />Agenda Section <br />Consent <br />Approving the Automated Pawn System (APS) Service and Software License <br />Agreement with the City of Minneapolis <br />Background: <br />On Monday, November 18, 2002, the Roseville City Council approved the amendment of <br />Title 3, Chapter 3 11 of the Roseville City Code concerning Pawnbrokers and Precious <br />Metal Dealers. <br />To assist the Roseville Police Department with regulation and enforcement of the city's <br />pawn shop ordinance, improved police service and regulation in this specific area, <br />Roseville Police Department would like to join the Minneapolis Police Automated Pawn <br />System (APS). <br />In order to join Minneapolis APS, a contract needs to be reviewed and signed by <br />Roseville Mayor, City Manager, Finance Director and City Attorney. <br />The contract has been reviewed and approved by Roseville City Attorney Jay Squires and <br />needs authorized signatures by above listed individuals before contract will go into effect. <br />Financial Costs: <br />The initial start up cost for joining the Minneapolis APS is $1,100.00 and was authorized <br />in the Police 2001 CIp, <br />Future costs will come in the form of monthly transaction fees that will be collected from <br />licensed pawn shops and paid to Minneapolis APS with a portion of collected fees <br />retained to cover city clerical costs. <br />Council Action Reauested: <br />Motion authorizing the Mayor and City Manager to sign an agreement with the City of <br />Minneapolis for the provision of the Automated Pawn System (APS) Service and <br />Software License. <br />
