Regular City Council Minutes —12/02/02 <br />DRAFT Minutes • Page 19 <br />merits of the project and the City taking advantage of this <br />improvement at this time. <br />Jack Arvig, the Firm of Paper Calmenson & Co. <br />Mr. Arvig stated that he was certain that his firm was <br />contributing to the truck traffic along County Road B; <br />supports closing access so trucks will no longer use it; <br />expressed concern that accidents at the intersection <br />seemed more frequent that addressed tonight; and that <br />their firm supports the project. <br />Lowell Thompson, Immediate Past President of <br />Midland Hills Golf Course Board of Directors <br />Mr. Thompson spoke on behalf of the Board for the <br />record, that he was not here for or against, but was <br />concerned more about how and when, particularly when it <br />was the intent of MnDOT to take a portion of the sixth <br />hole at the golf course for right-of-way access, which <br />would significantly compromise golf course property. Mr. <br />Thompson stated that, if MnDOT would not squeeze them <br />so much, they'd probably support the project; but he <br />expressed no opinion on closure of County Road B. <br />Mayor Kysylyczyn closed the Public Hearing at 10:45 <br />p.m. <br />Council Comment/Discussion <br />Councilmember Kough spoke of the difficulty in making a <br />decision on this issue, given the pros and cons expressed <br />on each side. Mr. Kough stated that, after careful <br />consideration, he would be voting against the motion. <br />Mr. Pafko stated that, consideration had been given to <br />partial access on the Paper Calmenson side, but because <br />of the way the property was configured, that would allow <br />for no truck access on the north part of property, and if <br />they were to restrict access unreasonably, MnDOT would <br />need to buy the property, which was not feasible, making <br />modification of the plan necessary. <br />Councilmember Klausing spoke to the need to make a <br />
