Regular City Council Minutes —12/02/02 <br />DRAFT 1�Iinutes - Page 21 <br />spoke of the strength of the community in creating pocket <br />neighborhoods and the quality of life, stating his rationale <br />for supporting the motion. <br />Mayor Kysylyczyn asked Mr. Pafko to address MnDOT's <br />more in-depth emergency access intentions. Mr. Pafko <br />stated that, as of today, the plan called for closing County <br />Road B at the intersection of Highway 280 with no <br />emergency vehicle access, but that noting its importance to <br />the City, as part of the design process over the next two <br />years, MnDOT could evaluate the best way to <br />accommodate the City's request, with an understanding <br />that such access would not be for general public use. <br />Councilmembers concurred with this provision by <br />MnDOT representative Pafko. <br />Mayor Kysylyczyn reiterated Council opinion that both <br />sides speaking tonight had adequately addressed including <br />expenditure of public funds for overall safety; access; <br />proponents safety for children (quality of life); <br />consideration that in the long-term, traffic will increase; <br />and we may not have an option to do something like this <br />in the future; and expressed his faith in County <br />negotiations regarding Cleveland and County Road B <br />through excellent staff representative, Public Works <br />Director Schwartz and Councilmember Schroeder who <br />have a reputation for cooperative work with Ramsey <br />County and the State of Minnesota. <br />Mayor Kysylyczyn stated that he would be voting in favor <br />of the motion. <br />Roll Call <br />Ayes: Klausing, Schroeder, Maschka and Kysylyczyn. <br />Nays: Kough. <br />Mayor Kysylyczyn thanked the audience for their <br />participation in the Public Hearing process and for their <br />patience throughout the evening. Mayor Kysylyczyn <br />stated that, in the future, Public Hearings of this nature <br />
