REQUEST FOR COUNCIL DISCUSSION <br />D A T E: 12/16/02 <br />ItemNo:III. A. <br />DPW/CB <br />Item Description: United Properties Memorandum of Understanding regarding <br />development of City-Owned Arona site. (PF3243) <br />1.0 REQUESTED ACTION <br />l.l Review and accept, with any modifications, a Memorandum of Understanding <br />(MOU) between the City of Roseville and United Properties regarding the <br />development of the Arona site and direct staff to follow through on the approved <br />MOU and bring back a purchase and redevelopment contract upon completion of land <br />use process. <br />2.0 BACKGROUND <br />2.1 City staff has developed a written non-binding document called a Memorandum of <br />Understanding (MOi� as a way to outline the understandings of each party relating to <br />development where there will be a direct financial implication beyond the normal <br />land use decisions. The purpose of the attached MOU is to set forth the <br />responsibilities and obligations relative to the purchase and development of property <br />located within the City of Roseville at 2800 Arona Street. The MOU with United <br />Properties, if accepted, will be the basis for a purchase agreement that will be drafted <br />and acted upon with Council approval after the land use process is complete. <br />2.2 The approved MOU should reduce misunderstanding about what is expected from the <br />City and United Properties and ensure an expedient and smooth closing on the land <br />after the land use process is complete. <br />3.0 SU1�TI�TARY OF 1�TOU <br />3.1 Land Transaction —$1.3 million purchase price based upon a range of units to be <br />built, City to provide clear title to the land, City pay for survey and share in the cost of <br />soil borings. <br />3.2 Infrastructure: <br />a. Streets — City is responsible for the extension of Terrace Drive up to the Arona <br />site and new streets within the development are the responsibility of the <br />developer. <br />b. Utilities — public utilities are available to the site. <br />c. Storm Water - storm water pond will be improved by the City to function <br />properly for existing development in the area and the developer is responsible for <br />additional improvements needed for the Arona development. <br />PF3243 — RCA — Arona Site MOU (12 1602) Page 1 of 2 <br />
