Plannin� File 3447: Request by Harold Van Sickle for a 51 square foot <br />Variance to Section 1004.O1A6 (Maximum Total Surface Area) and multiple <br />26 foot Variances to Section 1004.02D5 (Dwelling Dimensions — Setbacks) of <br />the Roseville City Code to construct a home on the vacant lot at 458 South <br />1�TcCarrons Blvd. <br />Chair Duncan opened the hearing and requested City Planner Thomas Paschke <br />provide a summary of the project report dated December 4, 2002. <br />Thomas Paschke indicated that Harold and Anna Van Sickle applied for multiple <br />variances to the Roseville City Code that would allow them to construct a home <br />and attached garage on an odd shaped vacant lot at the intersection of Woodruff <br />Avenue and South McCarrons Boulevard. <br />He further indicated that given the submitted plan layout, the proposal requires a <br />variance to Section 1004.01A6 (Maximum Total Surface Area); a variance to <br />Section 1004A2D4 (Dwelling Dimensions — Setbacks); a variance to Section <br />1004.02D5 (Dwelling Dimensions — Setbacks); and 10 12.02B2 (Certain <br />Structures Not Considered Encroachments) of the Roseville City Code. <br />Specifically, the applicants seek a 52 square foot variance for impervious <br />coverage on the 11,595 square foot lot; a 27.5 foot front yard setback variance for <br />that portion of the structure adjacent to North McCarrons Boulevard; a 24 foot <br />front yard variance (or corner side adjacent to street) for that portion of the <br />structure adjacent to Woodruff Avenue; a one foot variance to allow a deck to <br />within 1 foot of a property line. <br />Staff recommended approval based on the information provided and the findings <br />in Section 5 of the project report dated December 4, 2002, of a 52 square foot <br />(<1%) variance to Section 1004.O1A6 and two 26 foot variances to Section <br />1004.02D5 of the Roseville City Code, to allow construction of a home on <br />property addressed as 458 South McCarrons Boulevard, subject to the following <br />conditions: <br />a. <br />b <br />� <br />Setbacks established for this parcel of : Front Yard (Woodruff Avenue) — <br />4 feet; Rear Yard or Street Side Yard (South McCarrons Boulevard) — 4 <br />feet; Side Yard (east) 5 feet. <br />Both driveways being constructed with a paved, all weather surface. <br />The deck being located a minimum of two feet from the north (South <br />McCarrons Boulevard) property line. <br />The parcel being limited to a maximum impervious surface coverage of <br />3,53 1 square feet. <br />Submittal of a revised site & grading plan consistent with these <br />conditions and one that addresses proper management of storm water <br />run-of£ The review and approval of a building permit consistent with the <br />approved plans and variance <br />Deb Bloom noted the retaining walls in the right-of-way are the owner's <br />responsibility and noted that utilities are in the road and will not be disturbed. <br />
