The Council shall meet in the community room at Har Mar <br />Shopping Center in said village on March l6, 1971, at 7:30 o'clock <br />p.m~, for the purpose of holding a public hearing on the proposed <br />improvement and the assessment of affected property for all or a <br />portion of the cost of the improvement under and pursuant to the <br />provisions of Minnesota Statutes, Chapter 429, and the Manager is <br />hereby authorized and directed to cause notice of the time, place <br />and purpose of that meeting to be published twice in the official <br />newspaper, Roseville Sun, which publications shall be a week apart, <br />and the second publication shall be not less than three days before <br />the date of the hearing. <br /> <br />3.
