If the current record of environmental review reveals such problems as would indicate that a permit <br /> should simply not be granted, immediately denying the permit saves time and money for everyone —the <br /> company making the proposal, the MPCA staff, the City of Roseville staff, and the Roseville taxpayers. <br /> Bituminous Roadways has publicly stated that "if the city does not approve Bituminous Roadways' the <br /> permit application for outdoor storage, the plans for the plant will not continue." <br /> For all these reasons, l respectfully request that the Roseville City Council consider the asphalt plant <br /> proposal in Tight environmental review record already developed during the EAW and air quality permit <br /> processes, together with the issues for consideration of a Conditional Use Permit and the Performance <br /> Standards in the Roseville Zoning Code for Industrial Areas.
