Regular City Council Meeting <br /> Monday, October 11, 2010 <br /> Page 10 <br /> Councilmember Ihlan spoke in support of the proposed amendments to clarify <br /> what is already prohibited under the City's Industrial Zoning Code. For the <br /> record, Councilmember Ihlan provided her written comments, attached hereto <br /> and made a part thereof, related to the asphalt plant as well as the action current- <br /> ly before the City Council. <br /> Johnson moved, Klausing seconded, enactment of Ordinance No. 1397 (Attach <br /> ment C) entitled, "An Ordinance Amending Roseville City Code, Title 10, Sec- <br /> tion 1007, to Prohibit Certain Uses in Industrial Districts." <br /> Mr. Bartholdi noted that this would require a 3/0 vote, as it was an ordinance and <br /> required a majority vote of all of the members of the City Council, not just those <br /> members present. <br /> Roll Call <br /> Ayes: Johnson; Ihlan; and Klausing. <br /> Nays: None. <br /> 10. Presentations <br /> a. Emerald Ash Borer (EAB) Management Plan Presentation <br /> Parks and Recreation Director Lonnie Brokke provided an update and presented <br /> the EAB Management Plan, including the nine components of the Plan and a <br /> Management approach: Inventory; Management Options; Ordinance; Wood Han- <br /> dling; Planting; Public Outreach Education; Training; Monitoring; and Budget- <br /> ing. <br /> Discussion among staff and Councilmembers included enforcement of quaran- <br /> tines; proposed 2011 budgeting of $100,000 and subsequent funding for a revolv- <br /> ing fund as needed; with the initial 2011 funding used to purchase equipment and <br /> staff training to allow staff to perform injections for treating trees, and some re- <br /> moval of dead and /or poor Ash trees; with Mr. Brokke advising that staff was not <br /> anticipating treatment of boulevard Ash trees, but their removal and replacement. <br /> Additional discussion included the City's tree inventory and statistics from other <br /> communities on the effectiveness of their treatments, as well as comparable Ash <br /> tree inventories and budget impacts to those communities, with that information <br /> currently unavailable; and impacts of winter conditions on EAB spread. <br /> Mr. Brokke noted that the City had approximately 2,000 Ash trees, with 150 -200 <br /> identified as in poor condition and needing removal. <br /> Councilmember Johnson expressed concerns with availability of budget funds and <br /> resources. <br />
