I own the property at 3207 Old Highway 8 and I am the president of Woods Edge <br /> Homeowners Association which encompasses 12 individual properties sharing the south <br /> border of 3253 OId Highway 8. We were developed as part of a Planned Unit <br /> Development with the condominium building at 2496 County Rd. C2 between 1998 and <br /> 2001. <br /> 1. In 2009 we purchased easement on 3253 OId Highway 8 because water ponded <br /> on that land and flooded eight of our properties. The flooding happened every rainfall <br /> and snow melt. Sump pumps ran constantly year- round. After obtaining the easement, <br /> we installed a $35,000 French Drain system which now drains the excess water into our <br /> drainage pond. We are concerned that high density development of 3253 would result <br /> in a return to serious drainage problems for our homes. We also want to protect our <br /> investment in the easement and drainage system which was done entirely at our <br /> expense. <br /> 2. Though all property values have taken a hit in the past two years, our twelve <br /> property owners still have $250,000 to $300,000 each invested in their homes. High <br /> density development of the parcels at 3253 and 3261 OId Highway 8 would seriously <br /> reduce our property values. Our homes' decks and living areas have main views <br /> overlooking the two parcels. High density development on them would impact our <br /> quality of life as much as our pocketbooks. <br /> 3. Current infrastructure is inadequate to support high density development of the two <br /> parcels. The Roseville section of OId Highway 8 is one northbound and one southbound <br /> lane. There are no turn lanes. Traffic is controlled only by the 5 -way stop where <br /> Highcrest Road intersects Cty C2 /33rd Avenue N.E. and Old Hwy 8. Sidewalks on the <br /> Saint Anthony side of Old 8 now serve Roseville residents, but there are no crosswalks <br /> to get there safely. There are no walking trails or bike lanes. Access to public <br /> transportation is too far away and too infrequent for most users. These conditions make <br /> it dangerous for children and adults to access Sandcastle Park, yet there are no play <br /> areas in the Roseville section south of County Road C2. <br /> Because of these issues I believe that a low density designation remains appropriate and <br /> I urge the Planning Commission to vote against high density development of the parcels <br /> at 3253 and 3261 Old Highway 8. <br /> Rita Mix <br /> Woods Edge Homeowners Association <br /> 3207 Old Highway 8 <br /> Roseville MN 55418 <br /> 651 746 -0311 <br /> rlmix @msn.com <br /> 2 <br />
