Financial Report
Curti reviewed the financial report that was included in the Commission packet. She corrected
the information that the 2010 budget was $2,250, not $2,000 as listed. She clarified that the $800
that was carried over from the forum will be dedicated to the purpose of the forum.
Commissioner Grefenberg reminded Commissioners that the Council had considered cutting the
HRC budget but had restored it to the 2009 level.
Commissioner Grefenberg moved and Commissioner Jaeger seconded receiving the report.
Motion passed unanimously.
4. Business Items
4a. Essay Contest
Curti distributed the scores for the top 36 essays. She reported two essays were tied for third
place and asked whether commissioners wanted to award two third place awards or whether one
deserved the higher recognition. After considerable discussion about the quality and depth of
each essay Commissioner Jaeger moved and Commissioner Oftelie seconded that essay #312 be
given the third place award and essay #59 be given honorable mention. Motion prevailed.
Commissioner Grefenberg moved and Commissioner Jaeger seconded that essays #59, #224 and
#307 receive honorable mentions. Motion passed unanimously.
Commissioners then discussed what types of prizes be awarded to the winners. Curti reported
that until the previous year, winners were given $50 for first place, $30 for second and $20 for
third place. Honorable mentions received a certificate. In the past two years, commissioners also
distributed gift cards to the teachers who participated in the essay contest. In 2009, the
Commission awarded substantially higher amounts to each of the winners and teachers.
Commissioners discussed the appropriate amount to give to participants and reason for
increasing it in 2009. They discussed whether to give gift cards to all teachers or whether to give
something to each of the four schools that participated. After considerable discussion,
commissioners agreed that students do not participate in this essay contest for the money, but
rather to gain a better understanding about human rights. They also agreed that it is important to
consider the limited budget that the commission has and the plans for the upcoming year.
Commissioner Grefenberg moved and Commissioner Oftelie seconded giving $50 for first place,
$30 for second and $20 for third, and to give $10 to each of the honorable mentions as well as
each of the four schools that participated receiving a $25 gift card. Motion passed unanimously.
